Draft MINUTES OF THE MEETING OF SPARKFORD PARISH COUNCIL
HELD ON MONDAY 4th January 2016 AT 8.00 PM
IN SPARKFORD PARISH HALL

After a short opportunity for members of the public to address the Council, the Chairman opened the meeting at 8.15 pm.

1 APOLOGIES FOR ABSENCE

2 DECLARATIONS OF INTEREST   None

3 APPROVAL OF LAST MONTH’S (7th December 2015) MINUTES   The Minutes were approved and signed by the Chairman as a true and accurate record of last month’s meeting.

4 CRIME/NEIGHBOURHOOD WATCH 
The crime report was read out by the Clerk.

5 COUNTY/DISTRICT COUNCILLOR  
ML drew attention to a library services meeting at Castle Cary on 15th January 2016, 10.00am -12.30pm. County is looking to create ‘hubs’ and as part of this in Castle Cary to relocate the library at the Swainson building at Ansford School. Childrens services are currently at the Swainson building and the library centrally located in Castle Cary near to the recently refurbished Market House thus creating a hub in the centre of town.

At this point the Clerk made her apologies and left to attend an urgent family matter.
Mr L Piper kindly stepped in to the breach and made notes as follows -

- ref the moving of the library from town to the Swainson building, poll tax set to rise

6. HIGHWAYS  
A. Highways ref coal no update
B. Bridge update still waiting from network rail county chasing April at the earliest will not touch until network rail has taken a look

7 PLANNING DECISIONS 
Planning permitted with conditions Mr Mattravers

8 PLANNING APPLICATIONS 
Planning applications 15/05403 Mr Hobbs ,all councillors in agreement comments passed on to ssdc

9 MATTERS ARISING NOT INCLUDED IN OTHER SECTIONS   
A. Vice chair election deferred from January Kevin proposes Larry to be Vice Chair Peter seconded. Larry Piper now vice chair
B.Sparkford foul surface water drainage ditches flashpoint etc info sent through from Kevin and Bill Westcott waiting to hear back from Wessex Water.
C. McDonald's speed hump etc bins are in stock waiting to hear from parish where we would like them located. Mr littlewood has suggested near the copse,and the lay-by out towards Castle Cary. Wait to hear if and who is going to empty them waiting to hear from SSDC.
D. Info evening etc. dead line to take them in by the end of this week. Lisa to take them in on Friday
E. Clerk training etc. let Trevor know if interested.
F. Purchase of a laptop etc proposed by LP to pursue and seconded by PD all in favour.

10 FINANCIAL MATTERS 
A. 163.65 all agreed (clerks expenses)
B. SALC cheque 25 All agreed.
C. All agreed to pay Victor Mallet for the egg timer 9.25
D. Precept all agreed subject to finance agreement set subject to Anne Voysey to approve.
E. Council accounts quarterly update.

11 CORRESPONDENCE
  
Broadband update all agreed to join forces to help get fibre optic broadband.
Reference cricket club to fit new gates, are we happy?  New entrance as long as they do the job properly with 9" pipe with headwalls etc.

12 QUESTIONS/COMMENTS FROM COUNCILLORS
  
Proposed to rejoin 2016/17 to the value 40 for membership Somerset community council (will speak to Anne)
Ref bus services. Consultation 9th of January we have had no feed-back.
Street lighting still have not heard back.
Loose limbs in the avenue to be looked at and the land owners Phil Holton ssdc arboriculturist to be contacted to view the trees.
8pm, 18th January extraordinary meeting for parish councilors, co-option of three councillors etc all parishioners that would like to join are welcome to attend
SALC training 10 pm
9th better outcome to planning at SSDC Trevor to go.

Complaint handed in via Edward Douglas  regarding the misconduct of a councillor
