After a short opportunity for members of the public to
address the Council, the Chairman opened the meeting at 8.02 pm.

3 APPROVAL OF LAST MONTHS (4th July 2016) MINUTES
The Minutes of the 1st August 2016 meeting were approved and signed by
the Chairman as a true and accurate record of that meeting.
4 CRIME/NEIGHBOURHOOD WATCH
There was nothing to report. PCSO T. Meads non-attendance was noted, it was
understood that she has been on sick leave. Constable S Stephen is covering for her and
contact should be made to request a visit to a parish council meeting in the near future.
5 COUNTY/DISTRICT COUNCILLOR
ML reported that a new twitter account and web site for those wanting to know
about traffic issues in Somerset www.travelsomerset.co.uk
It was noted that hedgerows were overgrown around the parish. There was no
feedback from the Clerk regarding contact with owners of hedges. ML advised that where a
hedge was by a footpath the riparian landowner is required to maintain it. Where it is by
a road the County Council is responsible. Chris Cooper of Street Scene, SSDC, would be the

for residential development of up to three dwellings and the creation of a new vehicular
access. Land OS 9032 Part, Old London Road, Sparkford.
Mrs Karen Sellars. Permitted with conditions.
Application for a lawful development certificate for the erection of a porch and a covered
bin store. Application withdrawn.
8 PLANNING APPLICATIONS
a) 16/02947/S73. Application to vary condition 1 of
approval 14/05009/REM Longhazel, High Street, Sparkford. Mr and Mrs T Veiga. All agreed
that no objection be raised.
b) 16/02811/FUL. Siting of a mobile home for a temporary period. Land at
Sparkford Hall, Sparkford. G Beddows and J March-Smith. LP having declared an interest did
not comment. All agreed that no objection be raised.
c) 16/02905/FUL. Proposed porch and covered bin store. Paddock Lodge,
Cherry Pie Lane, Sparkford. Mr Bruce Weston. All agreed that no objection be raised.
d) 16/02912/ADV. Installation of 4 new fascia signs and re-location of 3
fascia signs. McDonalds, Sparkford Hill. McDonalds Restaurants Ltd. The file was not
available. No decision was taken. Deferred to next meeting.
e) 16/02909/FUL. Refurbishment of restaurant including extensions and
alterations. McDonalds, Sparkford Hill Option A. McDonalds Restaurants Ltd. The file was
not available. No decision was made. Deferred to next meeting
f) 16/02911/FUL. Refurbishment of restaurant including extensions and
alterations. McDonalds, Sparkford Hill Option B. McDonalds Restaurants Ltd. A lengthy
discussion was held regarding this proposal. It was understood that 6 objections had been
made to SSDC about the proposal. The Parish Council had sought an extension of time to
make its comments. McDonalds is seeking to improve its through put by expanding the drive
thru facility which would result in a loss of parking spaces. It was felt that the site is
already busy enough especially during holiday periods and with inadequate parking
capacity. Increased through put would lead to more people leaving the site stopping in the
surrounding area and leaving litter. If more outdoor eating areas were to be provided this
would lead to further noise and disturbance for neighbouring residents. It was suggested
that if expansion were to take place that it should be conditional upon top quality
extractors and filters being installed to keep smell (and noise) pollution to a minimum
for the benefit of adjacent residents. Reference was made to the hedge along the Wolfester
Terrace boundary and whether this could be replanted as an evergreen hedge and whether the
fence could be increased in height but these issues do fall within the scope of the
planning application. It was also thought that one of the planning applications had been

position if planning permission were to be granted that the lorry parking area could be
closed and used to provide additional parking spaces for McDonalds customers. This would
potentially benefit residents as HGVs would no longer park thereby with cooler units
running through the night. It was decided to go back to SSDC with these comments.
g) 16/02913/ADV. Installation of signs. McDonalds, Sparkford Hill.
McDonalds Restaurants Ltd. This proposal is replace existing signs and where they are
illuminated they would be no brighter than existing. It was decided that no objection be
made and that the one comment made be sent to SSDC

b) Surface Water and Foul Drainage issues. Nothing to report
c) Website/SALC feedback. Nothing to report
d) Somerset County Councils Listening Learning Changing Initiative.

e) Land to the rear of Bennett Close. The Chairman explained that
enquiries were being made with regard to the purchase of this land as the lease on the
playing field expires in 7 years. A meeting had been arranged for Monday 8th
August at 7.30pm and will involve the Parish Council, Playing Field Association and Parish
10 FINANCIAL MATTERS
a) Payment of £258.30 to Mrs L Davis (Parish Clerk
salary) was approved
12 QUESTIONS/COMMENTS FROM COUNCILLORS
The appeal by Mr Walton and Longhazel Caravan Park had been allowed and costs
awarded against SSDC.
