3 APPROVAL OF LAST MONTHS MINUTES
The Minutes of the 1st August 2016 meeting were approved and signed by
the Chairman as a true and accurate record of that meeting.
4 CRIME/NEIGHBOURHOOD WATCH
DN reported that the Police were seen driving in excess of 50mph along the High
Street on 3 dates during August. It was agreed to contact the Police and ask if they could
inform the Parish Council in advance if they were undertaking training in the area.
5 COUNTY/DISTRICT COUNCILLOR
Nothing to report
It was noted that there has been a further increase in the number of overgrown
hedgerows around the parish. A copy of the relevant legislation would be circulated to
landowners and also included in the next Village Newsletter. It was agreed to contact
Chris Cooper at SSDC with regard to weeds in the channels.
7 PLANNING DECISIONS
a) 16/02905/FUL. Proposed porch and covered bin store. Paddock Lodge, Cherry Pie
Lane, Sparkford. Mr Bruce Weston. All agreed that no objection be raised. Application
permitted with conditions
b) 16/02912/ADV. Installation of 4 new fascia signs and re-location of 3
fascia signs. McDonalds, Sparkford Hill. McDonalds Restaurants Ltd. Application withdrawn
c) 16/02911/FUL. Refurbishment of restaurant including extensions and
alterations. McDonalds, Sparkford Hill Option B. McDonalds Restaurants Ltd. Application
d) 16/02947/S73. Application to vary condition 1 of approval 14/05009/REM
Longhazel, High Street, Sparkford. Application permitted with conditions
e) 16/02811/FUL. Siting of a mobile home for a temporary period. Land at
Sparkford Hall, Sparkford.Application permitted with conditions
f) 16/02524/FUL. Erect dwelling and ancillary stables and B1 workshop,
and a new pedestrian access. Land adj to 2 New Cottages, High Street. Application
permitted with conditions
8 PLANNING APPLICATIONS
a) 16/02909/FUL (amended plans). Refurbishment of restaurant including extensions
and alterations. McDonalds, Sparkford Hill Option A. McDonalds Restaurants Ltd. Objections
were raised with regards to traffic flow, parking, noise and lighting.
b) 16/03136/FUL. Change of use of land to residential and the demolition
of the existing building on the site and the building of a new garage with home office in
the attic. Fletcher Moss, Sparkford Hill Lane. No objections were raised.
9 MATTERS ARISING NOT INCLUDED IN OTHER SECTIONS
a) Haynes Publishing site. Nothing to report
b) Issues at McDonalds. Nothing further to report
c) Old Coal Yard site. No update on land ownership
d) Parking issues at Cedar Court/Bennett Close. Issues to be reported to
the Police and Yarlington Housing. TT to discuss the possible provision of parking in the
hall car park with the Village Hall Committee
e) Extension of Playing Field lease. The landowners have advised that
they would expect an increase in the rent if an extension to the existing lease is agreed
and the Parish Council would also have to pay any associated costs
f) Land to the rear of Bennett Close. Enquiries were ongoing with regard
to the possible purchase of this land it was agreed that a maximum offer of £50,000
should be submitted.
10 FINANCIAL MATTERS
a) Payment of £172.25 to Mrs L Davis (Parish Clerk salary) was approved
11 CORRESPONDENCE None
12 QUESTIONS/COMMENTS FROM COUNCILLORS
AR raised concerns about the overgrown state of the land behind her property in
Church Road. It was agreed that contact details should be sought for the owner and contact
made to discuss further.
The Chairman thanked everyone involved in the Fun Day that took place on 4th
September, the event was successful and well attended.
