MINUTES OF THE MEETING OF SPARKFORD PARISH COUNCIL
HELD ON MONDAY 7th November  2016 AT 8.00 PM

After a short opportunity for members of the public to address the Council, the Chairman opened the meeting at 8.02 pm

3 APPROVAL OF LAST MONTH’S (3 OCTOBER 2016) MINUTES
The Minutes of the 3 October 2016 meeting were approved and signed by the Chairman as a true and accurate record of that meeting.

4 CRIME/NEIGHBOURHOOD WATCH
Crime report from Avon and Somerset Police was presented to those present.
DN reported that the Police were seen again driving at high speed along the High Street. It was agreed to contact the Police and ask that the High Street is not used a training area. ML would also contact Neil McWilliams at SCC Highways.

5 COUNTY/DISTRICT COUNCILLOR
ML reported that the second phase of the Superfast Broadband project is due to be implemented and will mean that 95% of businesses should have access by the Spring.

6 HIGHWAYS
TT reported that there is a large pothole outside of the car park opposite the Village Hall that needs to be reported to SCC.
There is a need for the vegetation to be cleared around the signs and an update from SCC regarding the gateway signs.
SCC will be issuing bags of salt for Parishes on Saturday 3 December, Adam Stent agreed to collect 10 bags on behalf of the parish. The salt bins will be checked by TT so that SCC can be informed if any need to be re-filled.

7 PLANNING DECISIONS
a)
16/02909/FUL. Refurbishment of restaurant including extensions and alterations. McDonalds, Sparkford Hill Option A. McDonalds Restaurants Ltd. Application permitted with conditions.
b) 16/02910/ADV. Installation of 4 no. new fascia signs with the relocation of 3 no. existing fascia signs. McDonalds Restaurants Ltd. Application permitted with conditions.
c) 16/02913/ADV. Installation of signs. McDonalds, Sparkford Hill. McDonalds Restaurants Ltd. Application permitted with conditions.
There are continuing issues with traffic flow and safety concerns so it was agreed that McDonalds should be contacted again.

8 PLANNING APPLICATIONS
a)
16/04423/FUL. Erection of detached garage to front of existing property. 57 Church Road, Sparkford. The agent advised that when the planning application for the house was submitted an attached garage was discussed but the Planning Officer suggested a detached garage. Councillors were happy in principle with the proposal but a suggestion was made that the roof pitch is reduced slightly.
b) 16/04367/LBC. Proposed orangery extension together with internal alterations and landscaping works. Weston Bampfylde Manor, Higher Farm Lane, Sparkford. Councillors had no objections to this proposal.
c) 16/04366/FUL. Proposed orangery extension together with internal alterations and landscaping works. Weston Bampfylde Manor, Higher Farm Lane, Sparkford. Councillors had no objections to this proposal.

9 MATTERS ARISING NOT INCLUDED IN OTHER SECTIONS
a)
Old Coal Yard Site. Chase Stonewater and SCC for a response.
b) Parking issues (Cedar Court/Bennet Close). Yarlington Housing have advised that they have received no other complaints about parking outside Bennet Close.
c) Extension of playing field lease. The Diocese have agreed in principle to an extension of the lease to provide 35 years from the date of signing. It was agreed to contact the SSDC legal team and ask if they could act on behalf of the Parish Council.
d) Playing Field Insurance The playing field equipment and Public Liability Insurance is now covered by the Parish Council insurance
e) Financial update – Playing Field Financial information reported
f) Financial update – Village Hall Financial information reported
g) Telephone Box at Church Road Councillors agreed that they do not want to adopt the telephone box but a request should be made to BT to ensure that the box is maintained if only the phone is removed
h) Street lights The street light at Castle Cary Road (no. 25) is not working and should be reported to SCC
i) Footpath access through car park The Parish Hall Committee would like to lock the gate to the car park but there is a need for a stile to be installed before this can happen. It was agreed that a request would be made to SCC but concerns were raised by Councillors about a potential increase with vehicles parked on the roadside.

10 FINANCIAL MATTERS
a) Payment of 258.30 to Mrs L Davis (Parish Clerk salary). Approved

11 CORRESPONDENCE
Nothing to report

12 QUESTIONS/COMMENTS FROM COUNCILLORS
TT advised that the field behind Church Road is full of thistles and should be reported under the Obnoxious Weed Act. It was agreed that this would reported to Sam Fox, SSDC Planning.
KD asked if the Code of Conduct could be re-visited to review the attendance requirement. SSDC Democratic Services team would be contacted to identify if it can be varied.
