MINUTES OF THE MEETING OF SPARKFORD PARISH COUNCIL
HELD ON MONDAY 9th January  2016 AT 8.00 PM

3 APPROVAL OF LAST MONTH’S (5 DECEMBER 2016) MINUTES 
The Minutes of the 5 December 2016 meeting were approved and signed by the Chairman as a true and accurate record of that meeting.

4 CRIME/NEIGHBOURHOOD WATCH    Nothing reported
It was agreed to invite the PCSO to attend the next meeting.

5 COUNTY/DISTRICT COUNCILLOR   Nothing reported

6 HIGHWAYS      Nothing reported

Following the accident on Sparkford Hill last month it was agreed to request that consideration be given to reduce the speed limit from 60mph to 30mph. There is a trenchline in the road that should also be reported to Highways. It was agreed that a request is also made to re-instate the junction sign that was hit in the accident.

A date for the site meeting regarding the Village Gateways still hasn’t been agreed so Highways should be contacted again and date confirmed. TT asked that clarification is sought that Kerry has a copy of the report that was presented to Sara in September 2015.

7 PLANNING DECISIONS
16/02109/FUL Retention of timber lodge as a rural workers dwelling. Trackside Farm, Sparkford Road, Sparkford. Mr William Turner. Application permitted with conditions.

9 MATTERS ARISING NOT INCLUDED IN OTHER SECTIONS
a) Surface Water and Foul Drainage issues
Paul Wheatley at SSDC has made contact with the appropriate Officers at SCC and Wessex Water and they have agreed a site meeting. The date will be confirmed and KD and TT will attend on behalf of the Parish Council.
b) McDonalds issues Vehicles are parking on the grass area by the Sparkford village sign. McDonalds have been contacted and the new Manager has advised that she will be looking at the traffic issues and has agreed to stop vehicles parking on the grass area. The Manager of McDonalds is hoping to attend the PC meeting next month.

10 FINANCIAL MATTERS

a) Payment of 258.30 to Mrs L Davis (Parish Clerk salary). Approved
b) Parish Council Accounts update The account balance was reported at 12,381.90
c) Annual grant request – Sparkford Cricket Club. Approved 200 grantd) Annual grant request – 3rd Sparkford Scout Group. Deferred to next meeting
e) Annual grant request – Sparkford Parish Hall Committee. Deferred to next meeting
f) Annual grant request – Sparkford Playing Field Association. Deferred to next meeting
g) Annual grant request – Sparkford Copse Trust. Approved 150 grant
h) Annual grant request – Weston Bampfylde PCC. Approved 150 grant
i) Setting the precept for 2017/18. A 2% increase was agreed to enable footpath and drainage clearance/maintenance to be undertaken and also assist with the reduction in funding availability from the District and County Councils.

11 CORRESPONDENCE 
Mr Littlewood has raised issues with the Superfast Broadband and the unacceptable speed in Church Road. It was agreed to contact BT and identify if anything can be done to improve the internet speed.

12 QUESTIONS/COMMENTS FROM COUNCILLORS
TT asked if a reminder could be sent to SCC about the installation of a stile in the Village Hall car park.
TT requested that we look into the possibility of moving the defibrillator that is currently located at Hazelgrove Services and re-locate it outside of the Village Hall in a locked cabinet. It was also felt that there should be clear signage at the locations of both defibrillators. It was agreed to contact Justin Crawford and ask if the residents of Weston Bampfylde are happy for signage to be put on the phonebox and contact Southwest Ambulance for a quote for a cabinet and to provide training to residents.
TT suggested that we look into possible sites for a night time landing strip for the air ambulance to use. It was agreed to contact Dorset and Somerset Air Ambulance and identify their requirements.
A member of the public raised concerns about the staff at Hazelgrove Services advising lorry drivers that they could park overnight at the service station. It was agreed to contact the Manager of the Service Station and invite them to attend the next meeting.
