MINUTES OF THE MEETING OF SPARKFORD PARISH COUNCIL
HELD ON MONDAY 6th February  2016 AT 8.00 PM

After a short opportunity for members of the public to address the Council, the Chairman opened the meeting at 8.12 pm

1 APOLOGIES FOR ABSENCE
Mr R Bell, Mr K Davis, Mr P Downton
It was reported that Mr P Downton had confirmed that he would be standing down from the Parish Council with immediate effect.

2 DECLARATIONS OF INTEREST   None

3 APPROVAL OF LAST MONTH’S (9 JANUARY 2017) MINUTES 
The Minutes of the 9 January 2017 meeting were approved and signed by the Chairman as a true and accurate record of that meeting.

4 CRIME/NEIGHBOURHOOD WATCH  
Concerns were raised about the parking issues outside of Cedar Court and Bennet Close. It was agreed that details of the vehicles including photos should be sent to the Police and Yarlington Housing as appropriate.
PCSO Winfield confirmed that the Traffic Management team and SCC are looking at the possible introduction of double yellow lines and a reduced speed limit at Sparkford Hill. TT requested that all speed limits upon entry to the village are reviewed and reduced. This should be a priority following the fatal collision in December and also with the further development that has been approved.

The Police offer training for Speedwatch volunteers so this may be a scheme that Sparkford wish to consider re-introducing.

ML asked for an update on the HGV Management Programme from Sparkford to Mudford. PC Edwards advised that it is difficult to enforce and the Police are keen to work with parishioners to assist with the monitoring of this. Parishioners should be encouraged to take photos of vehicles that should not be using these roads and send them to the Police who can contact the businesses/drivers. It should be noted that Hopkins currently have an exemption from Highways.

5 COUNTY/DISTRICT COUNCILLOR 
ML thanked KD for the work that he did to arrange the drainage meeting with Wessex Water, SSDC and SCC.
The SCC budget deficit is reducing, it is now 7 million and it is anticipated that this will reduce further before year end.

ML confirmed that CIL comes into force in South Somerset on 1st April. 15% of the CIL contribution from developers will be allocated to the parish, with the remaining 85% being allocated towards strategic facilities. There may be opportunity to request part of the 85% for infrastructure within the parish.
It was agreed to contact SSDC Planning and confirm the situation with regard to the S106 for Haynes and also S106 agreements that have been signed but the developments not yet commenced.

6 HIGHWAYS  
SCC has advised that the junction sign on Sparkford Hill will be re-instated as soon as the insurance claim has been processed.
A date for the site meeting regarding the Village Gateways still hasn’t been agreed but SCC has advised that the Area Traffic Engineer will be in contact to confirm a date.

8 PLANNING APPLICATIONS  None

9 MATTERS ARISING NOT INCLUDED IN OTHER SECTIONS

a) Sparkford Cricket Club – update on proposed improvements The Cricket Club has expanded over the last 6 years and now have two mens, one ladies and six junior teams. They are looking at the possibility of renovating the existing or building a new pavilion. There is a need to undertake a survey to identify the condition of the existing building before making any further decisions. LP thanked the club for all of their hard work and acknowledged what a pleasure it has been to see what has been achieved so far. It was agreed that the Cricket Club would come back to the Parish Council following the survey and when more detailed proposals were ready for consideration. The Cricket Club would like to erect a post and rail fence to the rear of the garage, it was agreed that they would send the details to LP and a Parish Councillor would look at the proposal.

b) McDonalds issues In the absence of a representative of McDonalds it was agreed to compile a list of issues to send to the Area Manager by 20 February. The Managers of McDonalds and Hazelgrove Services would be invited to attend the next meeting.

c) Surface Water and Foul Drainage issues A meeting with Wessex Water, SSDC and SCC was held on 26 January. The Officers walked through the problem areas and looked at the existing issues. Flow meters have been installed so we are now awaiting the results. Agreement to undertake works would only be taken if sufficient evidence is gathered from the flow meters to indicate problems. There is concern that the decision to open the sluice gate should not be the responsibility of the property owner. ML agreed to update Queen Camel PC on this issue.

d) Parking issues There are continuing issues with parking on the roadside. As discussed earlier in the meeting it was agreed to send photos to the Police and Yarlington Housing.

e) Night landing strip for Air Ambulance – It was agreed to contact Somerset and Dorset Air Ambulance and identify their requirements.

10 FINANCIAL MATTERS
a) Payment of 258.30 to Mrs L Davis (Parish Clerk salary).

d) Annual grant request – Sparkford Playing Field Approved 150 grant
e) Grant request – Yeovil Shopmobility Agreed not to contribute at this time but would consider again in the future
f) Payment of 40.00 to CCS - Approved

11 CORRESPONDENCE
A letter has been received from a parishioner raising concerns about the possible use of the Village Hall car park by builders when the development adjacent to the site is commenced.

12 QUESTIONS/COMMENTS FROM COUNCILLORS
ML acknowledged that McDonalds had undertaken a lot more litter picking recently which has a positive impact on the local area.
