MINUTES OF THE MEETING OF SPARKFORD PARISH COUNCIL
HELD ON MONDAY 2nd MARCH 2015 AT 8.00 PM

After a short opportunity for members of the public to address the Council, the Vice Chairman opened the meeting at 8.00 pm.

1 APOLOGIES FOR ABSENCE

2 DECLARATIONS OF INTEREST   None

3 APPROVAL OF LAST MONTH’S MINUTES
The Minutes were amended, the date inserted being 2nd February 2015 and finishing time being 8.50pm, approved and signed by the Vice-Chairman as a true and accurate record of last month’s meeting.

4 CRIME/NEIGHBOURHOOD WATCH
Thelma Mead sent her apologies and a report that was previously circulated, there were no comments. Neighbourhood Watch reported that nuisance telephone calls were still a problem, excessive speed of drivers remained especially towards the roundabout end of the village, there had been damage and disruption at Sparkford Copse, and an abandoned MG sports car had been noted in Church Road.

Councillors had noted that a speed camera had visited the village on 23rd or 24th February but it had been situated in the national speed limit area rather than in the 30mph limit area.

The Council has been advised it is not possible for a speed camera to be located at The Avenue/Village Hall end of the village, there being too little distance from the 30mph sign towards the west, concern remains about the excessive speed of vehicles entering the village from the east. It was decided that the matter should be pursued.

5 COUNTY/DISTRICT COUNCILLOR None

6 HIGHWAYS .
The Clerk advised that the clearance of the slotted channel at Orchard Close/Church Rd is in the programme of work for March. Also, the junction A359/The Avenue had been suggested to be part of the Small Improvement Scheme (SIS) but this was rejected, it remains that the road is inspected monthly.

No further information was available for the SIS. It was resolved that this been brought back to the agenda for the next meeting and an enquiry be made for progress or start date for the project be sought.

Attention had been drawn to the mound of spoil by the village stone by the County highways who wanted to know when it might be cleared. It was also noted that an area at the base of the stone was to be created. Highways to be advised that the spoil will be dealt with and that the work around the stone to be done by the end of the month.

7 PLANNING DECISIONS
15/00299/NMA Erection of replacement office/workshop building. Wolfester Terrace, Sparkford, F J Reeves & Sons Ltd. Permitted. Clerk to ensure a copy of the decision notice is on file

8 PLANNING APPLICATIONS
a) 14/05542/FUL Erection of light steel frame building to house a soft play area. Haynes International Motor Museum, Cary Road, Sparkford,BA22 7LH. No comments were made.
b) 15/00615/FUL Demolition of existing front porch and single-storey garage & workshop to side of property and the erection of porch & garage to front of property. Erection of two-storey side extension & mixed single/two-storey rear extensions with internal re-arrangements/access alterations. 57 Church Road, Sparkford, BA22 7JZ Mr and Mrs A Stent.

It was explained that the applicant had lived in Sparkford, moved to Yeovil and is returning to the village. The agent had shown the plans to neighbours and addressed issues that had arisen, also the proximity of the culvert and drainage issues had been addressed. Comments to be forwarded to Planning Officer.
c) 15/00890/FUL Erection of extension to existing agricultural building. Land at Fosters Farm North Barrow, - South Barrow parish. This application is in South Barrow, Sparkford PC is notified as it is on the boundary.

9 MATTERS ARISING  
a) Trees, The Avenue. No feedback from Tree Officer to date
b) Gully grating and potholes. The slotted channel at Orchard Close/Church Rd is due to be cleaned in March. The pothole at the A359/The Avenue is not in a programme of work but as an A road is inspected as part of a monthly driven inspection of such.
c) Coal Yard site. No action had been taken, matter to be raised with SSDC as a matter of urgency.
d) Footpath review. No update.
e) Village/Parish News. Following discussions revisions have been made to accommodate concerns expressed by parishioners.

10 PAYMENT OF ACCOUNTS  
a) Clerk’s Salary & Expenses. Carried over to next meeting.
b) CCS annual membership fee of 40 approved.

11 CORRESPONDENCE 
An email had been received advising of a new manager at McDonalds who was unable to attend the meeting but hopes to attend the next one. He also requested a copy of the minutes of the meeting but he should be made aware that these are made available on the village web site It was noted that the litter pickers had been doing a good job in the area recently. Clerk reply to email.

Election packs had been received for those wishing to stand in the coming election.
Notices to be placed seeking parishioners to stand for election to the Parish Council.

12 ANY OTHER BUSINESS  
A silver coloured Nissan is noted to be travelling at speed through the village, particularly along the High Street. T Mead to be advised.

13 QUESTIONS/COMMENTS FROM COUNCILLORS  
Large heavy vehicles are noted to be travelling down Church Road, it is thought that this will lead to a degradation of the road and sewers/drainage. Weight restrictions were considered to be a possible solution but not entirely effective, existing users requiring access having a right to it.

14 ITEMS FOR FUTURE AGENDA  
Small Improvement Scheme.
